The Johnson O’Malley (JOM) Program provides financial assistance to eligible students in eight school districts on or near the Leech Lake Reservation. Each district’s respective Johnson O’Malley Parent Committee establishes policies and procedures regarding financial assistance for school related activities.

The Johnson O’Malley Act, passed in 1934, although it has been amended various times, its main objective has remained the same: to ensure that Indian Children receive the educational opportunities that might not otherwise be provided. The JOM program was redesigned in 1958 to be a supplementary program to provide special services to meet the unique and specialize educational needs of Indian students attending public and tribal schools.

Indian Education Committees are elected from parents or legal guardians of eligible Indian students. The purpose of the JOM Parent Committee is to bring about the most effective Indian education program possible. To achieve this, the Indian Education Committee shall participate fully in planning, development, implementation, and evaluation of the JOM Program.

All JOM projects are required to subimt a yearly education plan. This is the written document that outlines the plan for providing programs to meet the unique and specialized education needs of Indian Students. It identifies:
